1. What is the National e-Governance Plan? Top

NeGP is an ambitious plan of Government of India that aims at providing all government services to the common man in his locality though a one-stop-shop (integrated service delivery) ensuring convenience, efficiency, transparency and reliability.

2. How is NeGP implemented? Top

The NeGP aims at the substantially increasing the pace of e-governance activities in the Center as well as in the States. It proposes to achieve this by implementing, Core ICT Infrastructure Projects and the ‘Mission Mode Projects’ in the Center as well as in the States.


3. What is the CSC scheme? Top

CSC may be defined as the front-end delivery points for Government, private and social sector services to rural citizens. It is positioned as a Change Agent, to promote rural entrepreneurship, to build rural capacities and livelihoods and to enable community participation.

4. What are the benefits of the scheme? Top
  • Socio-Economic Development

  • Enhancing the lives of common man by providing services under a single roof

  • Facilities to the farmers and villagers who make queries about latest techniques, advice for their problems, new technologies etc. from a group of experts pertaining to fields of agriculture, horticulture, animal husbandry, health, fisheries etc.

  • Updated and latest information regarding public distribution system, list of beneficiaries under different programmes, information regarding government grants given to PRIs and urban local bodies.

  • Online feedback from users (citizens, departments etc) will be taken to improve the quality and features of the project.

5. Who are the stakeholders in this scheme? Top

The State government, DIT – GOI, SDA (State Designated Agency), SCA (Service Centre Agency) are the stakeholders. To promote rural entrepreneurship, build rural capacities, enable community participation and collective action for social change requires active participation and close interaction among stakeholders such as the State Government, local bodies, opinion makers and agencies/institutions involved or having interest, commercial or otherwise in rural areas or markets. Under the CSC scheme, a Public Private Partnership model has been proposed to undertake and address such related issues in the most effective way.

6. What are the benefits of the scheme? Top
  • The major roles envisaged for the State Government are as follows:

  • Setting up of a High Level Committee for overseeing implementation of the CSC Scheme including selection of SCAs

  • Driver for policy, regulatory and other relevant changes

  • Service provider for e-Government services, Infrastructure and other support to SDA/SCA

  • Decide on Integration of CSCs with existing physical/digital infrastructure: Government Agencies/ Departments / Schools, GPs/PHC and Post Offices (in consultation with GOI).

  • Decide on Integration with schemes in Education, Health, etc.

7. What is the role of DIT? Top
  • The department of Information technology plays a vital role for the success of the CSC scheme.

  • The department identifies the various departmental G2C services that are to be provided through the CSC.

  • The department provides all sorts of support for framing policies and in deciding the certification process.

  • The department takes all the necessary actions in the implementation of the CSC scheme.

  • The department provides all sorts of help on the points raised in the guidelines of the State as well as the National E-governance Plan.

8. What is the role of SDA (State designated agency)? Top
  • SDA is an agency that is controlled by the State Government to facilitate the implementation of the scheme within the state and to provide requisite policy and support to SCAs. The roles and responsibilities of an SDA are as follows:

  • To coordinate and facilitate interactions with various State government departments

  • Facilitate e-readiness of the State

  • Facilitate integration of the existing ICT enabled and other Government Schemes into the CSC Scheme.

  • Provide policy, regulatory and other support at State level

  • Help identify CSC locations

  • Select SCA under the guidance of the High Level Committee

  • Facilitate training, capacity building awareness campaigns

  • Facilitate the SWAN interface

9. What is the role of SCA (Service Centre Agency)? Top
  • SCA is a prime driver of CSC implementation in a PPP (Public Private Partnership) mode to operate, manage and build the village network and its business.

  • Success or failure of Scheme depends on quality of the SCA

  • SCAs are expected to come from diverse segments:

  • Corporates, PSUs, SMEs, Training Institutes, NGOs , SHGs, Co-operatives etc.

  • SCA to identify applications and services, harness SWAN (State Wide Area Networks)

  • SCA to identify, select and train VLEs (Village Level Entrepreneurs), establish the CSC, supply, aggregate and update content.

10. Who is a VLE (Village Level Entrepreneur)? Top

VLE means the individual identified and retained by the SCA as a franchisee or in any other legal and contractual capacity for day-to-day management, operations and maintenance of the CSCs so as to provide services. Each CSC would be owned and operated by a VLE who is a local from the respective Panchayat.

11. What are the roles and responsibilities of a VLE? Top
    Effective Service Delivery:

    The VLE, through his CSC, should act as a service delivery point where he delivers services through which the population of the catchment area benefits. This delivery of services should lead to saving cost, time and manpower. It is the responsibility of the VLE to efficiently deliver Government services through the CSC.


    Sales and Promotion:

    The VLE should be actively involved in the sales process of the products and services given to him. He should devise innovative methods of attracting more and more customers to his center.


    Feedback:

    It is the VLEs responsibility to provide feedback at a regular interval to the SCA to enable improvement in processes.


    Relation with Government functionaries:

    The VLE shall maintain cordial relationship with Government and Panchayat functionaries at the local level.

12. What are the benefits of this scheme to the society / community? Top

  • The CSC Scheme would allow State and Central government agencies to directly link up with citizens without a long chain of intermediaries. Such a system would not only save huge costs but also reduce systemic red tape as well as service delays, thereby leading to better quality of governance.
