The Village Level Entrepreneur (VLE) is the key to the success of the CSC operations. Each CSC would be owned and operated by a VLE who is a local from the Himachal Pradesh. A VLE can be anyone, a woman, a youth or somebody who is already running some shop or computer institute. In short VLE is a person who has not only financial strength but also has entrepreneurial traits, strong social commitment and passion for the welfare of fellow citizens and commands respect within the community. A VLE may be described as a representative for villagers to government and vice-versa. He has to manage the business assigned to him to generate various benefits and profits for himself and his community. He/She is considered as Change Agent/s that would promote rural entrepreneurship, build rural capacities and livelihoods, enable community participation and collective action for social change—through a bottom-up approach.
